Inglewood's Zoning Code (Municipal Code Chapter 12) does not name "data center" as a use. A server building sites in the M-1 Light Manufacturing or M-2 Heavy Manufacturing zone, classified into the nearest listed use - electronics manufacturing, a distribution plant, or an office use permitted in the C-2A, C-3, or C-S zones - and is permitted by right with a ministerial building permit. Section 12-32 bars any manufacture that is obnoxious or offensive by reason of odor, dust, smoke, gas, or noise, so a facility with excessive noise can be denied. A discretionary Special Use Permit triggers CEQA review; a by-right permit does not. Inglewood has adopted no moratorium and no study.
Building or operating a data center outside the M-1 or M-2 zone, or one obnoxious by noise, is a Zoning Code violation enforced by the Planning Division through stop-work orders, citations, and abatement.
