Doral, FL Drone Rules: Park Drone Restrictions (2026)

Section 29-41 of the Doral Code, part of the Chapter 29 park rules first adopted as Rule 20 under Ordinance No. 2004-20 and carried forward by Ordinance No. 2022-14, prohibits any person operating or responsible for an airplane, helicopter, glider, hot air balloon, dirigible, parachute, radio-controlled aircraft or drone from taking off or landing in or on any park land or waterway in the city. The prohibition is not limited to hobby drones; it sweeps in every category of aerial apparatus that could touch down on park property.

The only paths around the ban are a life-endangering emergency or advance written permission issued by the parks and recreation department director, who has sole discretion to authorize a landing or takeoff. Because the section governs park property specifically, it does not purport to regulate drone flight over private land or airspace generally, which stays with the FAA and Florida's drone preemption statute. Enforcement runs through Sec. 29-42, which makes it the duty of city police officers and parks staff to enforce every rule in the article and makes it unlawful for any person to do a forbidden act, fail to perform a required act, or disobey a lawful order from an officer or parks staff member while in a city park.
