Moore, OK Environmental Rules: Erosion Control (2026)

Section 302.2.1, one of the city's local amendments to the 2018 International Property Maintenance Code adopted at Section 8-1112, is titled 'Ground cover erosion control' and requires that all areas be graded and seeded with an all-season, well maintained vegetation ground cover, with erosion controls held to standards set jointly by the City of Moore and the Oklahoma Department of Environmental Quality. The provision sits immediately after the Section 302.2 drainage-grading amendment, so a property must satisfy both: grade the lot to keep water from pooling against a building and cover any bare, graded soil with vegetation that will hold it in place.

Section 8-1113's general exterior-space standard reinforces the same duty citywide, requiring grass, plantings, or other suitable ground cover to prevent soil erosion detrimental to structures or adjacent lots, and separately requiring vegetative ground cover on all green areas. Because this erosion standard is written into the Property Maintenance Code rather than a stand-alone construction stormwater ordinance, Community Development's code officers can cite bare, eroding ground on any parcel, whether it is a completed lot, a lot recently cleared for building, or vacant land, through the same minor/major violation and notice process the rest of Article 8-11 uses.
