Moore, OK Environmental Rules: Stormwater Management (2026)

The city's local amendments to the 2018 International Property Maintenance Code, adopted under Section 8-1111 pursuant to Section 2-15 of the City Charter, insert new sentences into IPMC Section 302.2 at Section 8-1112. The amendment requires that all portions of all premises be graded so there is no pooling of water or recurrent entrance of water into any building, with the only exception being a pooling or retention plan the city engineer has approved in advance. Any condensate or waste cooling water leaving air conditioning or refrigeration equipment must be discharged into an approved drainage system rather than allowed to run onto the ground or a neighboring lot.

The same amendment shifts responsibility for the drainage infrastructure itself onto the property owner: drainage swales are to be maintained by the owners of the parcels on which they sit, and owners may not plant trees or shrubs in a swale or dump fill, debris, or waste into one so as to impede or divert drainage flow. The rule works alongside Section 302.2.1's ground-cover and erosion-control standard and Section 8-1113's requirement that exterior space provide for the immediate diversion of water away from buildings and proper drainage of the lot.

Community Development's code officers cite drainage problems, standing water, and blocked swales the same way they cite any other Property Maintenance Code condition: through the minor/major violation process in Section 8-1105 and the notice-and-correction timeline in Sections 8-1121 through 8-1123.
