Section 9-79(a) requires construction sites to maintain structural and non-structural best management practices during and after construction, excavation or alteration to reduce pollutants and sediment in stormwater runoff. Site plans must be reviewed by the director before work starts and must describe the structures, procedures or control measures used to control sediment loadings, with inspections built into the permit. On the waterways, Section 15-24 makes it unlawful to let a canal shallow beyond the degree common to adjacent property by failing to build or maintain a stabilized shoreline or seawall; you get 90 days from a notice of violation to restore the grade. Dredging jobs must submit dust and sedimentation control measures for approval first.
