Rockford, IL Environmental Rules: Erosion Control (2026)

Under City of Rockford Code § 109-70, a stormwater management permit is required whenever a development disturbs more than 1,000 square feet of ground (including removing or placing impervious surface) or moves more than 250 cubic yards of soil, or when any part of the site sits in the regulatory floodplain. Minor exceptions cover utility line work and at-grade lawn maintenance. Plans, calculations, and topographic surveys must be prepared, signed, and sealed by a professional engineer or land surveyor, and permits expire December 31 of the third year after issuance unless extended. Larger construction sites also fall under the separate erosion and sediment control/SWPPP requirements of Article III, which track the state's General Construction Permit (ILR10) and let the city require a plan for disturbances under an acre when the administrator deems it necessary.
