Upon the completion of the structure certification by a registered professional engineer or surveyor that the elevation requirements of the lowest floor, including the basement, of this section have been satisfied shall be provided to the Floodplain Administrator for verification.(1)In a Zone AO, the Base Flood Elevation is determined from the FIRM panel. Full Breakdown

Section 17-43(a) of the Glendale floodplain management chapter requires that residential construction, whether new or a substantial improvement, have its lowest floor, including any basement, elevated to or above the Regulatory Flood Elevation (RFE). Section 17-6 defines Freeboard as an additional one foot of height above the Base Flood Elevation (BFE) used as a safety factor, and defines the RFE itself as an elevation one foot above the BFE, meaning Glendale builds in a full foot of freeboard on top of FEMA's mapped flood elevation.

In a Zone AO, where the FIRM panel doesn't specify a BFE, the required elevation defaults to at least two feet above the highest adjacent grade. In Zone A, where no BFE has been determined, the Floodplain Administrator sets the elevation locally under criteria in Section 17-26(b)(3). In Zones AE and AH, the BFE comes from the Flood Insurance Study or FIRM. Nonresidential construction under Section 17-43(b) can either meet the same elevation standard or be dry-floodproofed watertight with walls substantially impermeable to water and structural components able to resist hydrostatic and hydrodynamic loads.

Whichever path is used, a registered professional engineer, architect, or surveyor must certify compliance to the Floodplain Administrator before the project is signed off. Attached garages built below the RFE must be designed with flood openings that let water automatically enter and exit, per Section 17-43(e).

Violations & Fines

Developing in the Special Flood Hazard Area without the required floodplain use permit, or out of compliance with an active permit, draws a notice of violation from the Floodplain Administrator under Section 17-15 and is prosecuted as a class 2 misdemeanor under Section 17-14(b), with a civil penalty option up to the class 2 misdemeanor fine and each day of continuing violation counted separately.

Frequently Asked Questions

How much freeboard does Glendale require above base flood elevation?
One foot. Section 17-6 defines the Regulatory Flood Elevation as one foot above the Base Flood Elevation, and Section 17-43(a) requires the lowest floor of residential construction to be elevated to or above that Regulatory Flood Elevation.
What happens in a Zone AO area with no listed base flood elevation?
Section 17-43(a)(1) sets a minimum required elevation of at least two feet above the highest adjacent natural grade when the FIRM panel doesn't specify a Base Flood Elevation for the site.
Who certifies that a Glendale structure meets the flood elevation requirement?
A registered professional engineer or surveyor must certify to the Floodplain Administrator, per Section 17-43(a) and (b), that the lowest floor elevation or floodproofing requirements have been satisfied before the project is verified as compliant.
