Under LVMC 9.04.010(9)(d), an unpainted or painted fence, wall, or similar structure that has decayed enough to threaten collapse, crack excessively, peel, warp, or become termite-infested, or that simply looks blighted from the street, counts as a public nuisance. Code enforcement issues a notice of violation setting a repair deadline under LVMC 9.04.060; the owner can appeal to the City Council or its designee within ten days under 9.04.070. If the fence still isn't fixed, the City may hire a contractor to repair or remove it and bill the owner directly.
