La Habra, CA Fence Regulations: Material Restrictions (2026)

Municipal Code § 18.12.070(D) draws a hard line against barbed wire on residential property in La Habra: no barbed wire may be used or maintained in or about the construction of a fence, wall or hedge along the front, side or rear lines of a residential lot, and the ban reaches three feet inward from those lines, not just the property line itself. The same subsection separately prohibits sharp wire or points projecting from the top of any fence or wall that is six feet or less in height, closing off the common workaround of leaving barbed strands exposed above an otherwise compliant fence.

Because this rule sits inside § 18.12.070, the general fence-height section, it applies wherever the six-foot rear/side and three-foot front-yard limits already apply, meaning a homeowner cannot use barbed wire even as topping on a lawful six-foot rear fence. The restriction is a zoning standard reviewed by the Community Development Department as part of any fence permit or code enforcement inspection. Because the prohibition is written for 'residential zones,' it does not by its terms reach fencing in the city's commercial or industrial zones, where the required-walls standard in § 18.12.080 or the applicable zone's own development standards would control instead.
