Sec. 7-3(a) opens Chapter 7's fence article by requiring a permit for any fence built in the city. The applicant must disclose, at minimum, the fence's height and material, its location relative to the property boundary lines, the contractor's name if one is used, and any other information the building official deems necessary, all on a permit form supplied by the city. The section is explicit that construction cannot begin on any fence of any type until the permit has issued. Sec. 7-3(c) places responsibility for correct siting on the owner, stating construction must sit entirely on the owner's property and that the city is not responsible for establishing property lines.

Where a fence is proposed adjacent to or within a utility easement, Sec. 7-3(d)(2) requires the application to be accompanied by a plat showing the fence's location relative to the easement, its size, and the location of gates, and Sec. 7-3(d)(1) requires a sufficient number of unlocked three-foot access gates where utility meters sit inside the fenced area. Sec. 7-3(b) limits acceptable fence materials to masonry, manufactured wood fencing, chain link, chain link with slatting, and trimmed nondeciduous hedges in commercial areas only, so the material disclosed on the permit form must fall within that list before the city can issue the permit.
