Section 22-1 lists retaining walls alongside fences, paving and swimming pools as miscellaneous construction, with residential permit fees at $4.20 per $1,000 of contract amount and a $31.50 minimum. Chapter 34 pulls retaining walls into two more reviews: they fall inside the definitions of development and land-altering activity, so Section 34-123 requires a permit from the Department of Engineering and Environmental Services before work starts inside the city or the Cross Lake watershed, and the grading plan must show retaining wall locations and size plus interfaces with adjacent properties, streets and storm drainage. The UDC's wall height limits in Section 7.3.L.2 apply, measured from adjacent ground; the code does not define retaining walls as a separate category.
