Kenner, LA Filming & Production: Location Permits (2026)

Sec. 10-249 bars using any public or private property, building, facility, or residence to produce, take, or make a motion picture, television, or still photography production without a permit issued under Kenner's filming chapter. Under Sec. 10-251(a), an applicant fills out the city's form, signs it, attaches a required insurance certificate, and files it at least seven to ten days before the shoot, or at least five days ahead if the activity affects traffic or public safety. The director may require coordination with other city agencies, including planning, public works, police, and fire, whose own requirements become conditions of the permit (Sec.

10-251(a)). The director issues the permit only after finding the activity will not unduly interfere with traffic, pedestrian movement, or normal government operations, and will not create a fire or safety hazard (Sec. 10-251(b)). Applicants pay a $150.00 fee per filming location and must cover the cost of any additional police, fire, or code enforcement services the city deems necessary (Sec. 10-254). Before the permit issues, the applicant must also carry at least $1,000,000.00 in general liability insurance naming the city as an additional insured, with a higher amount required for shoots using special effects or explosives (Sec. 10-255). Exempt activities are limited to news media, family video, studio productions, and sports photography (Sec. 10-250).
