Kenner, LA Filming & Production: Student Filming (2026)

Sec. 10-248 defines student films as motion picture, television, or still photography produced to satisfy a course or curriculum requirement at an educational institution, and requires the student filmmaker to supply proof of current enrollment. That definition sits in the same chapter as the general filming permit requirement of Sec. 10-249, which bars using any public or private property, building, facility, or residence to produce a motion picture, television, or still photography production without a city filming permit. Sec. 10-250 lists only four categories exempt from that permit requirement: news media, family video, studio productions, and sports photography.

Student films are not among them, so a student production that meets the definition in Sec. 10-248, such as a crew setting up stationary equipment in one location for more than five consecutive minutes, must go through the same application process as a commercial shoot: submitting an application to the director of inspection and code enforcement at least seven to ten days ahead (five days if traffic or public safety is affected), an insurance certificate, and a $150.00 permit fee per location (Secs. 10-251, 10-254).
