Laguna Niguel, CA Filming & Production: Street Closures (2026)

Title 5, Article 23 of the Laguna Niguel Municipal Code (Sections 5-3-335 through 5-3-342) governs commercial filming on property the city or its special districts own, operate or administer. Section 5-3-337 makes it unlawful to use any such property or facility, which includes public streets and rights-of-way, for motion picture production, television production or still photography without first obtaining a film permit from the issuing agency, defined in Section 5-3-336 as the director of community development or a council-designated representative. Section 5-3-338 exempts charitable films made by 501(c)(3) nonprofits, qualifying student productions, purely private filming, and on-the-spot news broadcasting from permit fees or the permit requirement itself.

Section 5-3-339 lets the issuing agency set usage charges and fees by council-approved policy and require a refundable negotiable surety to guarantee site cleanup and restoration, refunded in full or in part after a post-production inspection. Section 5-3-340 requires the applicant to carry a comprehensive general liability policy of at least $1,000,000 per occurrence naming the city as an additional insured, with 30 days' written notice before any cancellation, plus an indemnity agreement protecting the city and its officers, agents and employees. The city's personnel department public information office serves as the film industry liaison under Section 5-3-341, coordinating with departments on facility usage approvals, while the issuing agency collects fees.

Section 5-3-342 lets the issuing agency deny, cancel, revoke or suspend a permit for reasonable cause contrary to public health, safety or welfare, or for a permit violation.
