Municipal Code § 5-3-337 requires a person to apply for and receive a film permit from the issuing agency (the director of community development or a designated representative, per § 5-3-336) before using any city or special-district property for motion picture production, television production, or still photography. Section 5-3-338 exempts charitable films made by 501(c)(3) nonprofits and news media from permit fees, exempts students filming for noncommercial purposes with a school letterhead letter, and exempts purely private filming and on-the-spot news broadcasting from the article entirely.

Section 5-3-339 lets the issuing agency set fees and charges for personnel and property usage as approved by the city council, and lets it require a refundable negotiable cleanup and restoration surety in an amount fixed when the application is submitted, returned in full or in part after the site is inspected following production. The city's personnel department public information office serves as film industry liaison under § 5-3-341, providing information and promoting local film production, while the issuing agency coordinates permit approval across city departments and collects fees. Section 5-3-342 lets the issuing agency deny a permit for reasonable cause contrary to public health, safety, or welfare, or if the activity would unreasonably interfere with normal use of the property, and lets it cancel, revoke, or suspend a permit for a violation of the article or the permit itself.
