Woodland, CA Filming & Production: Street Closures (2026)

Section 9.32.010(G) lets the City Filming Permit Coordinator attach conditions to a filming permit, and item 2, Traffic Control, governs any street work tied to a production. Production companies must use the Woodland Police Department, not a private traffic control firm, for interim traffic control (ITC), and they pay the full cost of the officers assigned. ITC on major roads is capped at five minutes at a time and cannot repeat more than once during any 20-minute period, which forces productions to plan takes around that cycle.

Subsection (a) requires permittees to furnish and install advance warning signs and traffic control devices that conform to Caltrans' Manual of Traffic Controls for construction and maintenance work zones, and subsection (b) bars detouring traffic across a double centerline without prior approval from the City Engineer or Public Works Director. Other conditions in the same list keep camera cars moving with traffic, require stationary in-lane cameras to be disclosed on the permit, forbid bagging or removing existing regulatory or warning signs without City approval, and require a wetted roadway to dry to the City's satisfaction before the set can strike. Applications affecting traffic or public safety must be filed at least five working days ahead under § 9.32.010(E)(1), longer than the standard three-day minimum.
