Huntington, NY Filming & Production: Student Filming (2026)

Chapter 108, Film Permits, adopted November 4, 2010 by Local Law No. 27-2010 and last amended September 10, 2024 by Local Law No. 39-2024, defines STUDENT FILMS in § 108-2 as content produced pursuant to the curriculum of an educational institution chartered by the State of New York, where persons directly or indirectly involved in the production do not receive a profit from marketing, production, distribution or public exhibition of the film. Student productions are not exempt from the underlying permit requirement in § 108-3, which bars anyone from producing content on Town of Huntington or Town of Huntington Board of Trustees property or facilities without a Town-issued film permit; the only blanket exemptions under § 108-4 are news media, police-related activity, and filming for private family use.

To document student status, § 108-6(I) requires the application to include a letter from the school verifying that the filming or photography is being done pursuant to the curriculum of an educational institution chartered by New York State. Once that documentation is submitted and approved by the Town Attorney, § 108-8(B) waives the film permit fees for the production, the same waiver extended to charities, charitable events, public service announcements and news media. Applications otherwise go to the Huntington Town Attorney's Office at least 48 hours before filming begins, and insurance requirements under § 108-7, including $2 million in general liability coverage, still apply to student productions unless separately waived by the Town Attorney.
