Lake Elsinore requires mandatory brush and weed clearance under Municipal Code Chapter 8.18. Vacant parcels under five acres must be cleared to under three inches high, larger parcels need 100-foot firebreaks, and high-fire-zone structures must keep 100 feet of defensible space.
Lake Elsinore Municipal Code Chapter 8.18 (Hazardous Vegetation and Rubbish Abatement), with standards at Section 8.18.040, requires owners to remove combustible fuel year-round. On vacant parcels under five acres, all weeds, grass, and brush must be cleared to a maximum of three inches; dead or low branches removed up to eight feet; and overhangs trimmed. Parcels over five acres must keep a continuous 100-foot firebreak along roadways, fences, property lines, and creeks. Structures in High and Very High Fire Hazard Severity Zones must keep 100 feet of defensible space under Public Resources Code Section 4291, enforced by CAL FIRE. The program runs annually after the rainy season with a 30-day compliance window.
Failing to clear hazardous vegetation by the deadline lets the city abate the property with its contractor and bill the owner for the cost plus fees, recorded as a lien if unpaid. Noncompliant high-fire parcels also face Fire Marshal citations.
