All fireworks are illegal in Lake Elsinore. The city is not one of the few Riverside County cities allowing 'safe and sane' sales, so even sparklers are banned under Municipal Code Chapter 8.52. Only licensed public displays are permitted. Violations are misdemeanors with $500 to $1,000 fines plus seizure.
Lake Elsinore Municipal Code Chapter 8.52 prohibits the sale, use, possession, storage, and discharge of fireworks citywide, using the California Health and Safety Code definitions of dangerous and 'safe and sane' fireworks. Unlike a few Riverside County desert cities (Blythe, Coachella, Desert Hot Springs, Indio), Lake Elsinore permits no consumer fireworks at all, including sparklers. The only lawful fireworks are professional public displays under a permit from the Riverside County Fire Department's Office of the Fire Marshal. Countywide Ordinance 858 reinforces the ban. The Fire Chief and Sheriff may seize illegal fireworks. Enforcement is heaviest around July 4, with extra patrols and an online reporting tool.
Selling, using, possessing, or discharging fireworks is a misdemeanor under Chapter 8.52, punishable by a fine of $500 to $1,000, or jail, or both. Authorities may seize the fireworks and bill for disposal.
