Carlsbad Municipal Code Chapter 17.04 adopts the 2022 California Fire Code with local amendments. Under Β§5601.1.3.1, the storage, use, sale, possession, and handling of fireworks 1.4G (Safe & Sane) and fireworks 1.3G are prohibited in Carlsbad. The only exception is a public display conducted by a licensed pyrotechnic operator with a city permit. The Fire Chief has authority under Β§5601.1.3.2 to seize all fireworks stored, sold, offered for sale, used, or handled in violation of Title 19 of the California Code of Regulations. This is consistent with California Health & Safety Code Β§12505 which allows cities to ban all consumer fireworks.
