Arizona law ARS Β§36-1606 legalized permissible consumer fireworks (ground-based and handheld items like sparklers, fountains, ground spinners, snakes, and poppers). Aerial fireworks including sky rockets, bottle rockets, Roman candles, and reloadable shell devices remain illegal for consumer use statewide. Glendale prohibits the use of fireworks on city property including parks, streets, and sidewalks. Permissible consumer fireworks may be used on private property with the owner's consent, generally during designated periods around July 4th and New Year's. The Glendale Police Department enforces fireworks regulations. Given the close proximity of Luke AFB and the dry desert climate, fire safety awareness during fireworks season is especially important in west Glendale. The Glendale Fire Code (Chapter 16) sets additional safety requirements for displays requiring permits.
