Blue Springs, MO Fire Regulations: Outdoor Burning (2026)

Blue Springs regulates open burning inside its Solid Waste chapter rather than through a standalone fire ordinance: Section 255.080 lists the acts that are unlawful for any person to do in connection with solid waste, and Subsection (A)(6) simply states, 'Engage in the act of open burning.' The Chapter does not carve out an exception for burn barrels, leaf piles or debris fires on private property, and unlike the City's separate park rules, which let the Parks and Recreation Director and the Central Jackson County Fire Protection District authorize supervised bonfires and grill fires on City park land under Section 905.020, Chapter 255 gives no comparable path to a citywide open burning permit for private property.

Enforcement runs through the same Director who administers the rest of the Solid Waste program, and because open burning sits in the list of Section 255.080 prohibited practices alongside illegal dumping and unlicensed hauling, the same penalty clause in Section 255.090 applies: conviction brings the fine schedule set in Section 100.080, and the Code treats each day a violation continues as a separate offense. Residents who want to dispose of brush or yard waste must instead use the bundling and container rules in Section 255.020 or arrange bulky-item pickup, since burning it in the yard is not a lawful alternative under this Chapter.
