Section 8.08.190 of the Casa Grande Municipal Code is the chapter's blanket disposal ban: no person may burn, incinerate, bury, dump, collect, remove, or otherwise dispose of rubbish, garbage, green waste, or waste within the City limits except under a special permit. The same section separately prohibits throwing, discarding, or depositing refuse or waste in or upon any street, alley, sidewalk, or vacant ground, or into any canal, irrigation ditch, drainage ditch, or other watercourse, a broader littering-style ban that applies regardless of whether burning is involved.

The lawful alternative to backyard burning or dumping is the City's own disposal system: § 8.08.130 establishes a designated City disposal site set by council motion or order, and § 8.08.140 lets the inspector set rules and hours for dumping there in cooperation with health authorities, with signs posted at the site once those rules take effect. Section 8.08.150 backs that system with inspection authority, barring anyone from denying the inspector access to a property to check where rubbish or garbage is kept. Because § 8.08.190 sits inside Chapter 8.08, a violation is not merely a fire-code matter; it triggers the chapter's own misdemeanor enforcement rather than a separate open-burning statute.
