Section 8-114 sits in Chapter 8-1, the City of Moore's general nuisance chapter, and flatly bars open burning: no person may set a fire outside an enclosed building to dispose of grass, trash, leaves, weeds, paper, refuse, or garbage anywhere within the city limits. The only ways to burn combustible yard or household waste legally are inside an approved incinerator or under an exception allowed by the city fire code or another applicable state or city regulation; the ordinance itself creates no separate burn-permit process.

Chapter 8-1 elsewhere makes clear that fire hazards are treated as nuisances the city can act on: Section 8-103 lists any fire or explosion hazard which endangers the public safety among the enumerated public nuisances, and Section 8-109 gives the city power, drawn from 50 O.S. Section 16, to summarily abate a nuisance after notice and an opportunity to be heard where practical. Under Section 8-110, if delay would jeopardize public safety, the city manager or a designated officer may direct immediate abatement rather than wait out the standard notice period, and the city can bill the responsible party for the abatement cost as a collectible debt. Obstructing a health or code enforcement officer investigating a nuisance is a separate offense under Section 8-119.
