New Rochelle, NY Fire Regulations: Propane Storage (2026)

Section 147-14L of the New Rochelle Fire Prevention Code sets the threshold for LP-gas permits. A permit is required for each installation of liquefied petroleum gas using a container or set of interconnected containers with over 1,000 pounds (nominal 120 gallons) of water capacity. Separately, any permanent LPG installation, regardless of container size, requires a permit if it is made at buildings where people congregate for civic, political, educational, religious, social, or recreational purposes, a category the code lists as including schools, churches, hospitals, institutions, hotels, and restaurants, each with a capacity of 20 or more persons.

Before installing, the installer must submit plans to the Fire Commissioner, and a permit issues once the plans comply with the Fire Prevention Code. Installers must also keep a record of smaller installations that fall below the permit threshold, covering everything except gas-burning appliance hookups and portable cylinder swaps, and must make that record available to the Fire Department on request. The permit obligation sits within § 147-13, which lists LPG storage among the activities the Fire Commissioner licenses citywide, alongside explosives storage, flammable liquids, and industrial ovens.

Before any permit or license under Chapter 147 issues, § 147-11B requires the Fire Commissioner or an assistant to inspect and approve the receptacles, vehicles, buildings, or storage places involved, with joint approval from other City departments where their regulations also apply.
