Avondale does not publish a standalone smoke-alarm ordinance. Smoke-alarm requirements are set by the building and fire codes adopted by reference: the 2018 International Fire Code (City Code Sec. 10-40) plus the city's adopted International Residential and Building Codes.
Avondale's smoke-detector requirements come from its adopted model codes rather than a unique city section. City Code Section 10-40 adopts the 2018 International Fire Code, with the January 19, 2021 Avondale Amendments, as the city's Fire Code, and the city also adopts International Code Council building codes through its Development Services / Building Services Division. Avondale's most recent building-code update adopts the 2024 ICC family of codes and the 2023 National Electrical Code with local amendments, effective January 1, 2026. These model codes (the International Fire Code and International Residential Code) contain the operative smoke-alarm provisions: smoke alarms required in each sleeping room, outside each separate sleeping area in the immediate vicinity of bedrooms, and on each story of a dwelling, with interconnection and primary/battery power requirements in new construction and substantial remodels. Because the city enforces these adopted codes, owners installing or replacing alarms should follow the edition in effect for their permit and confirm current requirements with the Avondale Fire Prevention Division or Building Services. The fire code is enforced citywide under Section 10-40, and code violations are subject to the penalties in Section 10-42.
Smoke-alarm requirements are enforced through the adopted fire and building codes. A fire-code violation under Section 10-42 is generally a class one misdemeanor (up to a $2,500 fine and six months in jail) or a $250 civil penalty.
