030 makes it unlawful for any mobile food vendor to carry on or engage in the sale of foodstuffs without first obtaining a license. 040. 050 requires every applicant to show satisfactory evidence, at the time of application, that the vehicle from which wares will be sold meets all Southern Nevada Health District requirements, and to remain in compliance with Health District regulations throughout licensure. 060 subjects every applicant to a background investigation by the North Las Vegas Police Department, who must find the applicant suitable before a license issues; the applicant pays all fees and costs of that investigation, including state and national criminal-records checks, and a corporate applicant must identify officers, partners or members, with the director deciding which of them must also undergo the investigation.

42. 010 disqualifies certain applicants outright, including anyone convicted of theft, fraud, dishonesty, receiving or possessing stolen property, a controlled-substance violation, or a sex offense, and anyone whose license under this or another agency's regulation was denied, suspended or revoked for cause.
