Sec. 17-62(a), the Article IV applicability section covering food vendors, states that "[f]ood vendors shall obtain all applicable approvals and permits, and shall follow all applicable processes as required by the city and the event holder," and Sec. 17-62(b) requires compliance with all local, state and federal laws. Sec. 17-61 defines "food vendors" broadly to include food stands, food vending pushcarts (non-motorized carts on wheels) and mobile concession vendors (self-contained, engine-propelled vehicles), while excluding delivery services like pizza delivery or catering that bring food to an address the purchaser specifies.

Rather than routing every truck through the general zoning permit process, Sec. 17-64 carves out a specific exemption: "[a] temporary uses and events permit shall not be required for food vendors," and food vendors are not regulated by the city's zoning-code temporary uses and events provision, WC 16.04.095. Instead, approval runs through whichever avenue Sec. 17-63 makes available, a permitted city council event, a large employer's invitation, or one of the specifically allowed activities, so the "permit" a mobile vendor actually needs depends on which category it operates under rather than a single standalone food-truck license.
