Westfield, IN Food Trucks & Mobile Vendors: Vending Zones (2026)

Sec. 17-63 opens with a default prohibition: "No food vending shall be permitted within the city except in accordance with this section," then lists exactly which activities qualify. Food vending is allowed within all "permitted events," a defined list in Exhibit A of Ord. No. 14-06 covering Westfield Parks and Recreation, Westfield Public Safety, the Westfield-Washington School District, the Downtown Westfield Association, BAGI, Westfield Rotary, the Lions Club, the county and township parks departments, Relay For Life and the Westfield Farmers Market. Large employers, defined in Sec.

17-61 as businesses with at least 25 employees on site daily, may host food vendors, but only if the employer invites or permits the vendor, the vendor operates on property the employer owns or leases, the vending serves meals to that employer's own employees, and the activity is consistent with the city's economic development policy. Beyond events and large-employer sites, Sec. 17-63(3) permits only three other categories citywide: neighborhood parties, ice cream trucks (except on public rights-of-way immediately adjacent to or within the Grand Park Area), and non-incorporated children's stands such as lemonade stands run by kids.

Anything falling outside these named categories, a general street-corner food truck with no event or employer sponsorship, is not an allowed use under the section.
