703, part of the Mobile Food Vendors licensing part, governs exactly where and how a licensed vendor may set up on a public sidewalk or right-of-way. Subsection A bars a vendor from placing the vending apparatus, food, tables, chairs, other fixtures, furniture, devices, generators or awnings so as to obstruct the free travel of pedestrians or vehicles in, on, near or above any public street, sidewalk or right-of-way. Subsection B adds a locational buffer: a vendor cannot stop or operate within twenty feet (20') of an intersection, cannot sell or attempt to sell to anyone standing in the street or roadway, and cannot operate in a way that interrupts or interferes with the normal flow of vehicular or pedestrian traffic.

Subsection C layers on an event-based exclusion: a mobile food vendor's license is not valid within, or within three hundred feet (300') of, any temporary park use permit or revocable permit issued for a special event that expressly prohibits, limits or regulates licensed vendor activity, a vendor who is not a bona fide event participant must clear the 300-foot buffer immediately when ordered to do so by a City police or fire officer, or the City Clerk's or Zoning Office. Subsection D separately bars selling any goods, wares or merchandise other than food on City property or rights-of-way without complying with the City's public-property surface-use permit rules in Chapter 3, Article 2, Part 2, so a food-vending license cannot double as authority to sell unrelated retail merchandise curbside.
