Moorpark, CA Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Moorpark Municipal Code Section 5.62.040 states flatly that no sidewalk vendor may vend or operate anywhere within the city without first obtaining a sidewalk vending permit, and that vendors must comply with the permit's terms and conditions. Section 5.62.050 sets the application requirements: valid government identification, the vendor's name, address and phone number, a recent 2-inch by 2-inch photograph, proposed hours and days, whether the cart is stationary or roaming, the proposed location or route, the type of goods sold, proof of a valid city business registration, a non-refundable permit fee set by council resolution, a signed liability waiver, proof of a California seller's permit, and, for food vending, a Ventura County Health Department permit and food handler certificate. Applicants age 65 or older, under 18, or veterans unable to obtain a livelihood by manual labor under Business and Professions Code Sections 16001 and 16001.5 are exempt from the fee, as are qualifying charitable or nonprofit solicitors.

Section 5.62.070 layers on operating limits: carts cannot exceed 15 square feet or five feet on any side, vendors must keep a trash-free 50-foot radius during operating hours, food carts must sit within 200 feet of an approved restroom under Health and Safety Code Section 114315, and alcohol, tobacco, cannabis, weapons and live animals cannot be sold. Section 5.62.080 bars stationary carts from residential zones altogether; roaming vendors there must move at least 200 feet between stops and cannot return to a spot for 30 minutes. Permits expire one year after issuance under Section 5.62.050(C), cannot be transferred under (D), and a vendor whose permit is revoked cannot reapply for a year under (E).
