Chapter 89 of the Weston Code of Ordinances opens its prohibitions list at § 89.03 with the instruction that Mobile Vendors 'shall not' engage in the conduct that follows, and subsection (B) singles out the right-of-way bordering the City's public parks. That right-of-way is the strip of public land, including sidewalks and grassed shoulders, running along a street adjacent to park property; the section bars a Mobile Vendor from vending 'within or on' that strip unless the City Manager grants specific authorization. Because § 89.01 already confines lawful mobile vending to invited construction sites, commercial establishments holding a Business Tax Receipt, and not-for-profit events on private nonresidential land, § 89.03(B) closes the remaining gap for the public land bordering parks, where vendors might otherwise intercept park visitors on foot.

The prohibition sits alongside other § 89.03 restrictions serving the same public-safety purpose: vendors also cannot obstruct traffic or emergency access, cannot use bells or amplified sound to draw pedestrians, and cannot vend without holding all required licenses, permits, and Broward County Health Department approval. Weston's Code Compliance division, which administers Chapter 89, treats a vendor stationed on park-adjacent right-of-way the same as any other unauthorized location: the vendor can be directed to relocate or cease operating, and the City Manager's office is the only avenue for an exception, evaluated case by case rather than through a standing sidewalk-vending permit.
