Weston Code of Ordinances § 89.01 opens by stating that Mobile Vendors 'shall only be permitted as follows,' making the three listed categories exclusive rather than illustrative. At a construction site, § 89.01(A) requires an invitation from the property owner and limits a vendor to one hour per visit and no more than two visits to that site per day. At a commercial establishment, § 89.01(B) requires the business itself to hold a valid Business Tax Receipt before it may invite a vendor onto its private property to serve employees with food, beverages, or other goods; that visit is capped at one hour and one visit per property per day.

Not-for-profit uses, such as blood banks or mobile charitable donation drives, may set up on nonresidentially zoned property under § 89.01(C) for up to four hours per visit, with a yearly cap of six visits to the same property. Because the section frames these as the only permitted arrangements, a food truck parked on a public street, sidewalk, or unrelated private lot without one of these three qualifying relationships is operating outside the ordinance. The City's Code Compliance division enforces these location and duration limits, and Broward Sheriff's Office deputies who patrol under contract may also respond to complaints about a vendor operating outside an approved site.
