California's Cottage Food Operations law (AB 1616, HSC 113758) allows Camarillo residents to sell specified homemade food products from their home kitchens. Class A operators sell directly to consumers and require county registration. Class B operators may sell indirectly and require a county permit. A business license under CMC Title 5 is also needed.
Under California Health and Safety Code Section 113758 (AB 1616, as amended by AB 626), Camarillo residents may operate cottage food businesses from their home kitchens. Class A operations involve direct sales only (from the home, certified farmers' markets, or community events) and require registration with the Ventura County Environmental Health Division. Class B operations allow indirect sales (through third-party retail) and require a cottage food permit from the county. Annual gross sales for cottage food operations are capped at $75,000 (updated from the original $50,000 limit). Only approved non-potentially hazardous foods may be sold, including baked goods, candies, jams, granola, dried pasta, nuts, honey, and certain other shelf-stable items. Labeling requirements include the name and registration number, ingredients list, allergen warnings, and the statement 'Made in a Home Kitchen.' The cottage food operation must comply with CMC Title 19 home occupation standards and requires a business license under CMC Title 5. In HOA communities, CC&Rs may restrict commercial food activities.
Operating without proper registration or permit violates California HSC 113758. Selling non-approved food items or exceeding sales caps may result in enforcement by Ventura County Environmental Health. Business license violations under CMC Title 5. Contact Ventura County EHD for registration.
