California's Cottage Food Law (AB 1616, Health & Safety Code §114365) allows Fillmore residents to sell approved homemade foods from their homes. Class A operations sell directly to consumers with a $75,000 annual cap. Class B can sell indirectly with a $150,000 cap.
Under California Health & Safety Code §114365 (AB 1616), Fillmore residents can operate cottage food operations from their home kitchen. Class A operations sell directly to consumers at farmers' markets, from the home, or at community events with annual gross revenue capped at $75,000. Class B operations can also sell indirectly to stores and restaurants with a $150,000 cap but require Ventura County Environmental Health registration. Approved foods include baked goods, jams, candies, dried fruits, nuts, granola, popcorn, and other non-perishable items. Foods requiring refrigeration (dairy, meat) are not allowed. All products must be labeled with the cottage food operation name, registration number, and the statement 'Made in a Home Kitchen.' A city business license from Fillmore is also required.
Operating without proper registration can result in closure by Ventura County Environmental Health. Selling unapproved foods (those requiring refrigeration) is a health violation. Exceeding revenue caps may require upgrading to a commercial food facility license.
