Cottage food operations are permitted in Moorpark under California's Cottage Food Law (AB 1616/AB 1096). Class A operations sell directly to consumers and require county registration. Class B operations may sell indirectly and need a county permit. Annual sales are capped at $75,000. A Moorpark Home Occupation Permit and Business Registration are also required.
California's Cottage Food Law (Health & Safety Code ยงยง113758-114365) allows home-based food production statewide. Class A cottage food operations sell directly to consumers at farmers markets, from the home, or at community events and require registration with the Ventura County Environmental Health Division. Class B operations may sell indirectly through stores and restaurants and need a county-issued permit with a kitchen inspection. The annual sales cap is $75,000 for both classes. Allowed products include baked goods, candy, dried fruits, granola, jams, honey, and other non-potentially-hazardous foods. Products must be labeled with the producer's name, address, and cottage food disclaimer. In Moorpark, operators also need a Home Occupation Permit and Business Registration from the city. The operation must comply with the home occupation standards of ยง17.28.020(B).
Operating without county registration/permit violates state Health and Safety Code. Exceeding the $75,000 sales cap requires a commercial food facility license. Not obtaining the Moorpark Home Occupation Permit is a separate zoning violation. Contact Ventura County Environmental Health at (805) 654-2813.
