California's Cottage Food Law (Health and Safety Code 114365) allows Simi Valley residents to prepare approved food products in their home kitchen for sale. Class A operations sell directly to consumers (farmers markets, from the home) with a $75,000 annual cap. Class B operations may also sell to stores and restaurants with a $150,000 cap. Registration with Ventura County Environmental Health is required before selling. Approved products include baked goods, candy, dried fruit, granola, jams, popcorn, and other non-perishable items. Products requiring refrigeration are not permitted. Labels must include cottage food identification, ingredient list, allergen warnings, and the statement 'Made in a Home Kitchen.' A home occupation permit may also be required from Simi Valley.
Operating without proper registration is a health code violation enforceable by Ventura County Environmental Health. Selling unapproved products (those requiring refrigeration) may result in product seizure and fines. Violations of labeling requirements carry administrative penalties. The home occupation permit may be separately enforced by the city.
