The California Cottage Food Act allows production of non-potentially-hazardous foods (baked goods, jams, dried fruits, candies, etc.) in a home kitchen. Class A Cottage Food Operations (CFO) sell directly to consumers (farmers markets, from home) with annual sales up to $75,000. Class B CFOs may also sell indirectly through stores and restaurants. Registration is through the Ventura County Environmental Health Division. Operators must complete a food safety course. The home kitchen must meet basic sanitation standards but does not require a commercial kitchen.
Operating without registration or selling prohibited food items may result in enforcement by Ventura County Environmental Health. Exceeding annual sales limits triggers commercial food facility requirements.
