The California Homemade Food Act (AB 1616, updated by AB 1144 and AB 626) permits Oxnard residents to operate cottage food operations from their homes. Class A operations sell directly to consumers (farmers markets, from home) and self-certify with Ventura County Environmental Health. Class B operations sell indirectly through stores and restaurants and require a permit with kitchen inspection. Annual gross sales are capped at $75,000 for Class B. Allowed products include baked goods, candies, jams, dried fruits, granola, and other non-potentially-hazardous foods. Home kitchens must meet basic sanitation standards. Oxnard business license may also be required.
Operating without required permits or selling prohibited food items results in cease-and-desist orders from Environmental Health. Violations may result in permit revocation and fines.
