Section 27-2466 sets the underlying intent for the town's home occupation division: preserving the character of residential neighborhoods and minimizing traffic and nonresidential disturbances. That intent becomes an operating standard in section 27-2469(6), which applies to the broader home occupation special exception category and states there shall be no significant increase in pedestrian or motor vehicle traffic to the premises, over what would be considered normal visitor traffic to a premises where no home occupation is being carried on. The comparison point is not zero traffic; it is the traffic a typical house on that street would generate from ordinary guests and deliveries.

The rule is stricter for a limited home occupation, the by-right category open to family-only operations under section 27-2467(a). Section 27-2468(7) allows no pedestrian traffic, vehicle traffic, or public nuisance whatsoever as a result of the business activity, a flat bar rather than a comparison test. Section 27-2468(9) also limits any vehicle parked at the residence in connection with either category to no larger than a pickup truck or van, closing off the truck and delivery traffic a larger commercial operation would generate. If a neighbor's complaint about traffic or nuisance from a limited home occupation is sustained by the town, section 27-2468(10) requires the operator to obtain a special exception, moving the business into the discretionary review and traffic standard of section 27-2469(6) instead of losing the exemption outright.
