Section 9-1-35.10 requires a home occupation permit from the community development department before any incidental business can operate out of a Laguna Niguel residence, and subsection (e) sets the performance standards that keep the use compatible with a residential street. Paragraph (3) confines the business to the enclosed living area or the garage, so long as the garage still functions for required off-street parking, and caps the operation at 25 percent of the combined floor area of the house and garage. Paragraph (5) is the traffic-facing rule: it bars signs, outdoor storage, parked customer vehicles, or any other exterior evidence that a business is being run from the property, meaning a client or delivery vehicle cannot sit in the driveway or on the street in front of the house as part of the operation.

Paragraph (8) reinforces that by prohibiting on-site sales except mail order, barring the dwelling from serving as a customer pickup or delivery point, and flatly stating that a home occupation cannot create greater vehicular or pedestrian traffic than is normal for the district it sits in. Only residents of the dwelling may work in the home occupation under paragraph (2), and prohibited uses under paragraph (9) include medical or dental practices that see patients at home, automotive repair, and other occupations that would draw the kind of client visits these traffic rules are designed to prevent. The director can revoke a permit under subsection (f) if these standards are violated.
