Sec. 9-1502 sets the customer-contact rules for home occupations citywide. A home occupation "shall exhibit no evidence that a business is being conducted from the premises," which bars outside volunteers or employees beyond the residents themselves and bars exterior signage identifying the property as a business. Sales are "limited to mail order and telephone sales, with off-site delivery," with "no on-site retail sales" permitted, and "services to patrons shall be arranged by appointment or provided off site." No pickup or delivery of goods or services may occur "between the hours of 7:00 pm and 7:00 am," and the home occupation cannot pave extra area beyond a normal driveway for additional parking or generate offensive noise, vibration, odor, light, or glare noticeable beyond the property line.

Sec. 9-1504 gives neighbors a complaint path: written complaints citing excessive traffic or exclusive use of on-street parking go to the community development director, who must notify the operator and allow ten days to respond before ordering the use to continue, change, or cease. An operator who disagrees can appeal to the Board of Adjustment, which must notify surrounding owners within a 200-foot radius. Continuing to operate after a cease order is a punishable offense under Sec. 1-108 and Sec. 1-109, the city's general fine and continuing-violation provisions.
