Sec. 5.6.5 of the Unified Development Code governs where a day care facility can operate in a residential setting. The Use Table permits day care by right, with additional standards, only in certain residential districts, and any such facility abutting or accessing an Arterial or Collector street must go through site plan review under Sec. 3.7 before the city approves it or lets it expand. Operators must meet state licensing requirements for building, fire, safety and health codes on top of the city's own zoning standards.

Outdoor play or activity areas must be fenced or otherwise enclosed on all sides as approved by the Executive Director and must be built on developable land, excluding driveways, parking areas or drop-off zones. The site must provide either an on-site vehicle turnaround or separate entrance and exit points along with dedicated passenger loading and unloading areas. Where a day care shares a lot with other commercial uses, such as in a shopping center, its parking and drop-off areas must function independently of the general parking and traffic pattern for the other stores, and the Code recommends placing the day care in an end unit or a separate structure.

Inside a residential district, no structural or decorative change may alter the exterior residential character of the building used as a day care, and any new or remodeled structure must stay compatible with the surrounding neighborhood's residential look.
