1A prohibits any commercial or industrial activity in a Glen Cove residential district unless it meets the home occupation definition in § 280-6: a use customarily carried on entirely within a dwelling by its inhabitants, clearly incidental and secondary to the dwelling's residential purpose, that does not change the dwelling's character. That same definition specifically excludes a clinic, hospital, barbershop, beauty parlor, tea room, tourist home, or animal hospital from ever qualifying as a home occupation, no matter how small. 1 limits every qualifying home occupation to no more than one employee who does not reside in the dwelling.

The Housing Standards chapter layers on additional limits for the dwelling unit itself: § 168-11D bars devoting more than 25% of a unit's total floor area to a home occupation, and in no event more than 500 square feet, and separately prohibits any home occupation that produces offensive noise, vibration, smoke, dust, odor, heat, humidity, or glare. Together the two chapters mean a Glen Cove resident can run a qualifying home business, such as a bookkeeping or tutoring practice worked entirely by the household, but cannot expand it into a storefront-scale operation, hire outside staff beyond one worker, or let it spill nuisance effects into the neighborhood.
