Jurupa Valley, CA Home Business: Zoning Restrictions (2026)

Title 9 (Planning and Zoning) of the Jurupa Valley Municipal Code regulates home occupations through Section 9.240.570 within Chapter 9.240 (General Provisions). A Home Occupation Permit (HOP) is required when a resident does business in a home, uses a home address as a business address on a business tax certificate, or uses a home phone as the business phone. Home occupations are permitted in all zones that allow single-family or multi-family dwellings. JVMC §9.240.570 establishes development, design, and operational standards intended to keep the business clearly secondary and incidental to the residential use, so that the dwelling's appearance and the neighborhood's residential character are preserved. The Community Development Director is authorized to impose reasonable operational conditions on the HOP — addressing employee parking, hours of employee activity, on-site circulation, and other measures necessary to ensure compatibility with surrounding residences — and may revoke the permit if conditions are violated. In addition to the HOP, operators must obtain a Jurupa Valley Business Registration Certificate (city business license) under Title 5 (Business Licenses and Regulations) before lawfully operating, and may need additional clearances for zoning, building code, special inspections, or storm-water ordinance compliance depending on the activity. As a fairly new city (incorporated July 1, 2011) Jurupa Valley initially relied on the inherited Riverside County code, then adopted its own Title 9 standards including the §9.240.570 home-occupation framework.
