The Community Development Director is authorized to impose reasonable operational conditions on the HOP — addressing employee parking, hours of employee activity, on-site circulation, and other measures necessary to ensure compatibility with surrounding residences — and may revoke the permit if conditions are violated. In addition to the HOP, operators must obtain a Jurupa Valley Business Registration Certificate (city business license) under Title 5 (Business Licenses and Regulations) before lawfully operating, and may need additional clearances for zoning, building code, special inspections, or storm-water ordinance compliance depending on the activity. As a fairly new city (incorporated July 1, 2011) Jurupa Valley initially relied on the inherited Riverside County code, then adopted its own Title 9 standards including the §9.240.570 home-occupation framework.
Operating a home business without a Home Occupation Permit, or violating its conditions, is a zoning code violation subject to citation and abatement under JVMC Title 1 / Chapter 1.16 general penalty (California Government Code §36900 authorizes infraction fines of up to $100 first offense, $200 second within one year, $500 each additional within one year for municipal code violations). The Community Development Director may revoke the HOP for repeat or substantial violations under the revocation process built into §9.240.570. Continued non-compliance can trigger administrative citations, daily-recurring fines, and ultimately misdemeanor prosecution (up to $1,000 and/or six months in jail per Cal. Gov. Code §36901). Code Enforcement typically issues a Notice of Violation first, allowing the operator to either obtain the HOP, cure the violation, or cease the use before penalties accrue.
