La Habra permits home occupations as an accessory use in residential zones subject to Chapter 18.60 of the Municipal Code. The business must remain incidental to the home and cannot alter the residential character of the property or neighborhood.
Under La Habra Municipal Code Chapter 18.60 (Ord. #1719), home occupations are allowed only as an accessory use to a residential use in zone districts that list them as permitted, subject to the standards of Section 18.60.040. Those standards keep the activity compatible with the neighborhood: a home occupation must not alter the structure's appearance or cause the premises to differ from its residential character by colors, materials, construction, lighting, signs, or the emission of noises, vibrations, odors, or fumes. No more than two persons other than immediate family occupying the dwelling may be employed. The garage must stay usable for parking, and the business may not generate traffic, deliveries, noise, or odors inconsistent with a residence.
Operating a home business that alters the residential character, blocks garage parking, or generates non-residential traffic can trigger code enforcement and permit revocation.
