Garden Grove requires a home occupation permit to operate any business from a residential zone. No commercial, industrial, public, or semi-public use may operate in any residential zone without an approved home occupation permit under GGMC Title 9.
Under GGMC Title 9, no commercial, industrial, public, or semi-public use shall be operated or conducted in any residential zone except pursuant to an approved home occupation permit. The home occupation must be clearly incidental and secondary to the residential use of the dwelling. Restrictions include no display of merchandise, equipment, or supplies visible from outside, and no storage of commercial materials, supplies, stock, equipment, machinery, or vehicles on the residential property. A residential property may be used as a mailing address for a commercial use provided no physical commercial activity occurs on-site.
