Tucson allows home occupations in all residential zones under UDC Section 4.9.4 subject to standards preserving neighborhood character. The business must be clearly secondary to the residential use, occupy no more than 25 percent of the dwelling floor area, and not generate traffic, noise, or odors greater than normal residential activity.
Permitted uses include professional offices, tutoring, tailoring, artist studios, and online businesses. Prohibited uses include retail sales to customers on-site, auto repair, junkyards, kennels, and manufacturing. No more than one non-resident employee may work at the home. Deliveries must be limited to standard residential levels. Home occupation permits are processed through PDSD and typically include a zoning review and a business license. Businesses operating from an ADU may trigger additional review.
Zoning violations issue 250 dollar civil fines and cease-and-desist orders. Continued operations can trigger criminal misdemeanor charges under UDC enforcement provisions.
