City Code § 4-3-3 caps residential compost bins at a combined 100 cubic feet and 4 feet tall, and confines them to the rear yard, at least 1 foot from any lot line, clear of drainage and utility easements, and at least 20 feet from a principal structure on a neighboring lot. Piles may hold only yard waste, soil, and commercial compost additives: no processed food, meat, dairy, or manure. A pile that smells, draws vermin, or spreads onto a neighbor's property is a declared nuisance subject to enforcement.
