Section 8.12.040(4) names two independent triggers: any noxious or toxic weed or uncultivated plant, with poison oak and poison ivy named specifically, regardless of height, and ordinary weeds, tall grass or uncultivated shrubs once growth exceeds twenty-four inches, or once the growth presents a fire hazard even under that height.
